net: WQ_PERCPU added to alloc_workqueue users

Currently if a user enqueue a work item using schedule_delayed_work() the used wq is "system_wq" (per-cpu wq) while queue_delayed_work() use WORK_CPU_UNBOUND (used when a cpu is not specified). The same applies to schedule_work() that is using system_wq and queue_work(), that makes use again of WORK_CPU_UNBOUND. This lack of consistentcy cannot be addressed without refactoring the API. alloc_workqueue() treats all queues as per-CPU by default, while unbound workqueues must opt-in via WQ_UNBOUND. This default is suboptimal: most workloads benefit from unbound queues, allowing the scheduler to place worker threads where they’re needed and reducing noise when CPUs are isolated. This change adds a new WQ_PERCPU flag at the network subsystem, to explicitly request the use of the per-CPU behavior. Both flags coexist for one release cycle to allow callers to transition their calls. Once migration is complete, WQ_UNBOUND can be removed and unbound will become the implicit default. With the introduction of the WQ_PERCPU flag (equivalent to !WQ_UNBOUND), any alloc_workqueue() caller that doesn’t explicitly specify WQ_UNBOUND must now use WQ_PERCPU. All existing users have been updated accordingly. After commit 0edb555a65d1 ("platform: Make platform_driver::remove() return void") .remove() is (again) the right callback to implement for platform drivers. Convert all platform drivers below drivers/net/ethernet to use .remove(), with the eventual goal to drop struct platform_driver::remove_new(). As .remove() and .remove_new() have the same prototypes, conversion is done by just changing the structure member name in the driver initializer. The .remove() callback for a platform driver returns an int which makes many driver authors wrongly assume it's possible to do error handling by returning an error code. However the value returned is ignored (apart from emitting a warning) and this typically results in resource leaks. To improve here there is a quest to make the remove callback return void. In the first step of this quest all drivers are converted to .remove_new() which already returns void. Eventually after all drivers are converted, .remove_new() is renamed to .remove(). spi: make remove callback a void function

The value returned by an spi driver's remove function is mostly ignored. (Only an error message is printed if the value is non-zero that the error is ignored.) So change the prototype of the remove function to return no value. This way driver authors are not tempted to assume that passing an error to the upper layer is a good idea. All drivers are adapted accordingly. There is no intended change of behaviour, all callbacks were prepared to return 0 before.
