smsc911x: avoid PHY being resumed when interface is not up

SMSC911x doesn't need mdiobus suspend/resume, that's why it sets 'mac_managed_pm'. However, setting it needs to be moved from init to probe, so mdiobus PM functions will really never be called (e.g. when the interface is not up yet during suspend/resume). This driver was used on Arm and SH machines until 2009, when the last platforms moved to the smsc911x driver for the same hardware. Time to retire this version. We tell driver developers to always pass NAPI_POLL_WEIGHT as the weight to netif_napi_add(). This may be confusing to newcomers, drop the weight argument, those who really need to tweak the weight can use netif_napi_add_weight(). net: smsc911x: Stop and start PHY during suspend and resume

Commit 744d23c71af3 ("net: phy: Warn about incorrect mdio_bus_phy_resume() state") unveiled that the smsc911x driver was not properly stopping and restarting the PHY during suspend/resume. Correct that by indicating that the MAC is in charge of PHY PM operations and ensure that all MDIO bus activity is quiescent during suspend.
