net: drop the weight argument from netif_napi_add

We tell driver developers to always pass NAPI_POLL_WEIGHT as the weight to netif_napi_add(). This may be confusing to newcomers, drop the weight argument, those who really need to tweak the weight can use netif_napi_add_weight(). platform_get_resource(pdev, IORESOURCE_IRQ, ..) relies on static allocation of IRQ resources in DT core code, this causes an issue when using hierarchical interrupt domains using "interrupts" property in the node as this bypasses the hierarchical setup and messes up the irq chaining. This big patch sprinkles const on local variables and function arguments which may refer to netdev->dev_addr. Commit 406f42fa0d3c ("net-next: When a bond have a massive amount of VLANs...") introduced a rbtree for faster Ethernet address look up. To maintain netdev->dev_addr in this tree we need to make all the writes to it got through appropriate helpers. Some of the changes here are not strictly required - const is sometimes cast off but pointer is not used for writing. It seems like it's still better to add the const in case the code changes later or relevant -W flags get enabled for the build. No functional changes. Most users of ndo_do_ioctl are ethernet drivers that implement the MII commands SIOCGMIIPHY/SIOCGMIIREG/SIOCSMIIREG, or hardware timestamping with SIOCSHWTSTAMP/SIOCGHWTSTAMP. Separate these from the few drivers that use ndo_do_ioctl to implement SIOCBOND, SIOCBR and SIOCWANDEV commands. This is a purely cosmetic change intended to help readers find their way through the implementation.
