Now that the 32bit UP oddity is gone and 32bit uses always a sequence count, there is no need for the fetch_irq() variants anymore. Convert to the regular interface. We tell driver developers to always pass NAPI_POLL_WEIGHT as the weight to netif_napi_add(). This may be confusing to newcomers, drop the weight argument, those who really need to tweak the weight can use netif_napi_add_weight(). be_cmd_read_port_transceiver_data assumes that it is given a buffer that is at least PAGE_DATA_LEN long, or twice that if the module supports SFF 8472. However, this is not always the case. Fix this by passing the desired offset and length to be_cmd_read_port_transceiver_data so that we only copy the bytes once. Most drivers use "skb_transport_offset(skb) + tcp_hdrlen(skb)" to compute headers length for a TCP packet, but others use more convoluted (but equivalent) ways.
