On s390 systems (aka mainframes), it has classic channel devices for
networking and permanent storage that are currently even more common than
PCI devices.  Hence it could have a fully functional s390 kernel with
CONFIG_PCI=n, then the relevant iomem mapping functions [including
ioremap(), devm_ioremap(), etc.] are not available.

Here let ALTERA_TSE depend on HAS_IOMEM so that it won't be built to cause
below compiling error if PCI is unset:

Set the .autoscan flag to false on the regmap-mdio bus, to avoid using a
random uninitialized value. We don't want autoscan in this case as the
mdio device is a PCS and not a PHY.

The regmap_config and mdio_regmap_config objects needs to be zeroed before
using them. This will cause spurious errors at probe time as config-&gt;pad_bits
is containing random uninitialized data.

The newly introduced regmap-based MDIO driver allows for an easy mapping
of an mdiodevice onto the memory-mapped TSE PCS, which is actually a
Lynx PCS.

Convert Altera TSE to use this PCS instead of the pcs-altera-tse, which
is nothing more than a memory-mapped Lynx PCS.

The mac_an_restart() method will only be called if the driver sets
legacy_pre_march2020, which the altera tse driver does not do.
Therefore, providing a stub is unnecessary.

Virtually all conventional network drivers are now converted to use
phylink_generic_validate() - only DSA drivers and fman_memac remain,
so lets remove the necessity for network drivers to explicitly set
this member, and default to phylink_generic_validate() when unset.
This is possible as .validate must currently be set.

Any remaining instances that have not been addressed by this patch can
be fixed up later.

We tell driver developers to always pass NAPI_POLL_WEIGHT
as the weight to netif_napi_add(). This may be confusing
to newcomers, drop the weight argument, those who really
need to tweak the weight can use netif_napi_add_weight().
