All drivers that select MII also need to select NET_CORE because MII depends on it. This is a bit ridiculous because NET_CORE is just a menu option that doesn't enable any code by itself. Add a protocol argument to the VLAN packet tagging functions. In case of HW tagging, we need that protocol available in the ndo_start_xmit functions, so it is stored in a new field in the skb. Rename the hardware VLAN acceleration features to include "CTAG" to indicate that they only support CTAGs. Follow up patches will introduce 802.1ad server provider tagging (STAGs) and require the distinction for hardware not supporting acclerating both. drivers/net: fix up function prototypes after __dev* removals

The __dev* removal patches for the network drivers ended up messing up the function prototypes for a bunch of drivers. This patch fixes all of them back up to be properly aligned.
