W=1 builds now warn if module is built without a MODULE_DESCRIPTION().
Add descriptions to the ARC modules.

Pointer pkt is being initialized with a value that is never read
and pkt is being re-assigned a little later on. The assignment is
redundant and hence can be removed.

It seems like a historic accident that these return unsigned char *,
and in many places that means casts are required, more often than not.

Make these functions return void * and remove all the casts across
the tree, adding a (u8 *) cast only where the unsigned char pointer
was used directly, all done with the following spatch:

These #include files don't need to be in the include/linux directory
as they can be local to drivers/net/arcnet/

Move them and update the #include statements.

Update the MAINTAINERS file pattern by deleting arcdevice from the
NETWORKING block as arcnet is currently unmaintained.
