Replace memset(0) followed by strscpy() with strscpy_pad() to improve
netdev_boot_setup_add(). This avoids zeroing the memory before copying
the string and ensures the destination buffer is only written to once,
simplifying the code and improving efficiency.

The COPS Appletalk support is very old, never said to actually work
properly, and the firmware code for the devices are under a very suspect
license.  Remove it all to clear up the license issue, if it is still
needed and actually used by anyone, we can add it back later once the
license is cleared up.

Looks like all the changes to this driver had been tree-wide
refactoring since git era begun. The driver is using virt_to_bus()
we should make it use more modern DMA APIs but since it's unlikely
to be getting any use these days delete it instead. We can always
revert to bring it back.

The driver was merged in 1999 and has only ever seen treewide cleanups
since then, with no indication whatsoever that anyone has actually
had access to hardware for testing the patches.

&gt;From the information in the link below, it appears that the hardware
is for some leased line system in Russia that has since been
discontinued, and useless without any remote end to connect to.

As the driver still feels like a Linux-2.2 era artifact today, it
appears that the best way forward is to just delete it.
