mei: make mei_class a static const structure

Now that the driver core allows for struct class to be in read-only memory, move the mei_class structure to be declared at build time placing it into read-only memory, instead of having to be dynamically allocated at boot time. Modern GSC firmwares have both static and dynamic MKHI clients. Avoid expensive dynamic client call for firmware version retrieval, in case the firmware version is already retrieved from the fix address client in bus_fixup().
