attribute_group are not supposed to change at runtime. All functions
working with attribute_group provided by &lt;linux/sysfs.h&gt; work with
const attribute_group. So mark the non-const structs as const.

Use sysfs_match_string() helper instead of open coded variant.

<title>misc / PM: Replace CONFIG_PM_RUNTIME with CONFIG_PM</title>

After commit b2b49ccbdd54 (PM: Kconfig: Set PM_RUNTIME if PM_SLEEP is
selected) PM_RUNTIME is always set if PM is set, so #ifdef blocks
depending on CONFIG_PM_RUNTIME may now be changed to depend on
CONFIG_PM.

Replace CONFIG_PM_RUNTIME with CONFIG_PM everywhere under
drivers/misc/.

The usage of strict_strtoul() is not preferred, because
strict_strtoul() is obsolete. Thus, kstrtoul() should be
used.

Add CONFIG_PM_SLEEP to suspend/resume functions to fix the following
build warning when CONFIG_PM_SLEEP is not selected. This is because
sleep PM callbacks defined by SET_SYSTEM_SLEEP_PM_OPS are only used
when the CONFIG_PM_SLEEP is enabled.

drivers/misc/apds990x.c:1205:12: warning: 'apds990x_suspend' defined but not used [-Wunused-function]
