rc-core kapi uses nanoseconds for infrared durations for receiving, and microseconds for sending. The uapi already uses microseconds for both, so this patch does not change the uapi. Infrared durations do not need nanosecond resolution. IR protocols do not have durations shorter than about 100 microseconds. Some IR hardware offers 250 microseconds resolution, which is sufficient for most protocols. Better hardware has 50 microsecond resolution and is enough for every protocol I am aware off. Unify on microseconds everywhere. This simplifies the code since less conversion between microseconds and nanoseconds needs to be done. There are many protocols that encode more than 32 bit. We want 64 bit support so that BPF IR decoders can decode more than 32 bit. None of the existing kernel IR decoders/encoders support 64 bit, for now. The MSC_SCAN event can only contain 32 bit scancodes, so we only generate MSC_SCAN events if the scancode fits into 32 bits. compat_ioctl: move more drivers to compat_ptr_ioctl

The .ioctl and .compat_ioctl file operations have the same prototype so they can both point to the same function, which works great almost all the time when all the commands are compatible. One exception is the s390 architecture, where a compat pointer is only 31 bit wide, and converting it into a 64-bit pointer requires calling compat_ptr(). Most drivers here will never run in s390, but since we now have a generic helper for it, it's easy enough to use it consistently. I double-checked all these drivers to ensure that all ioctl arguments are used as pointers or are ignored, but are not interpreted as integer values.
