Initialize and configure platform-specific capabilities for the encoder
in the firmware during stream-on, to tailor encoding behavior to the
current session's requirements. Some of these capabilities can also be
updated dynamically when V4L2 controls are modified by the client after
stream-on.

Add supports for the G/S_PARM V4L2 ioctls for encoder video device with
necessary hooks. This allows userspace to query the current streaming
parameters such as frame intervals and set desired streaming parameters
primarily the frame rate.

Add V4L2 format handling support for the encoder by adding
implementation of ENUM/S/G/TRY_FMT with necessary hooks.

This ensures that the encoder supports format negotiation consistent
with V4L2 expectation, enabling userspace applications to configure
resolution, pixel format and buffer layout properly.

Improve the handling of the V4L2_BUF_FLAG_LAST flag in the driver:
- Ensure that the last flag is not sent multiple times.
- Attach the last flag to the first capture buffer returned during
flush, triggered by a sequence change, addressing cases where the
firmware does not set the last flag.

Currently, two types of flush commands are queued to the firmware,
the first flush queued as part of sequence change, does not wait for a
response, while the second flush queued as part of stop, expects a
completion response before proceeding further.

Due to timing issue, the flush response corresponding to the first
command could arrive after the second flush is issued. This casuses the
driver to incorrectly assume that the second flush has completed,
leading to the premature signaling of flush_completion.

To address this, introduce a counter to track the number of pending
flush responses and signal flush completion only when all expected
responses are received.

Handle the response sent by the firmware, when a source change is
detected. Read the subscribed parameter to get the changed values. Raise
the source change event to the client and update the instance sub-state.

Mark the last buffer from before the source change with the
