[media] btcx-risc: move to bt8xx

The btcx-risc module is no longer used by other drivers except for bttv. So move it from common to bt8xx and make it part of the bttv driver instead of as a separate module. Loading the cypress firmware is not dvb specific and should be common functionality. Move the source to media/common and make it a standalone module. The cx2341x module is a helper module for conexant-based MPEG encoders. It isn't an i2c module at all, instead it should be in common since it is used by 7 pci and usb drivers to handle the MPEG setup.
