net: remove noblock parameter from skb_recv_datagram()

skb_recv_datagram() has two parameters 'flags' and 'noblock' that are merged inside skb_recv_datagram() by 'flags | (noblock ? MSG_DONTWAIT : 0)' As 'flags' may contain MSG_DONTWAIT as value most callers split the 'flags' into 'flags' and 'noblock' with finally obsolete bit operations like this: skb_recv_datagram(sk, flags & ~MSG_DONTWAIT, flags & MSG_DONTWAIT, &rc); And this is not even done consistently with the 'flags' parameter. This patch removes the obsolete and costly splitting into two parameters and only performs bit operations when really needed on the caller side. One missing conversion thankfully reported by kernel test robot. I missed to enable kunit tests to build the mctp code. Rework the remaining setsockopt code to pass a sockptr_t instead of a plain user pointer. This removes the last remaining set_fs(KERNEL_DS) outside of architecture specific code. Pull yet more SPDX updates from Greg KH: "Here is another set of reviewed patches that adds SPDX tags to different kernel files, based on a set of rules that are being used to parse the comments to try to determine that the license of the file is "GPL-2.0-or-later" or "GPL-2.0-only". Only the "obvious" versions of these matches are included here, a number of "non-obvious" variants of text have been found but those have been postponed for later review and analysis. There is also a patch in here to add the proper SPDX header to a bunch of Kbuild files that we have missed in the past due to new files being added and forgetting that Kbuild uses two different file names for Makefiles. This issue was reported by the Kbuild maintainer. mISDN: make sure device name is NUL terminated

The user can change the device_name with the IMSETDEVNAME ioctl, but we need to ensure that the user's name is NUL terminated. Otherwise it could result in a buffer overflow when we copy the name back to the user with IMGETDEVINFO ioctl. I also changed two strcpy() calls which handle the name to strscpy(). socket: Use old_timeval types for socket timestamps

As part of y2038 solution, all internal uses of struct timeval are replaced by struct __kernel_old_timeval and struct compat_timeval by struct old_timeval32. Make socket timestamps use these new types. This is mainly to be able to verify that the kernel build is y2038 safe when such non y2038 safe types are not supported anymore.
