drm: Rename struct drm_atomic_state to drm_atomic_commit

The KMS framework uses two slightly different definitions for the state concept. For a given object (plane, CRTC, encoder, etc., so drm_$OBJECT_state), the state is the entire state of that object. However, at the device level, drm_atomic_state refers to a state update for a limited number of objects. Thus, drm_atomic_state isn't the entire device state, but only the full state of some objects in that device. This has been an endless source of confusion and thus bugs. We can rename the drm_atomic_state structure to drm_atomic_commit to make it less confusing. gpu: Move DRM buddy allocator one level up (part one)

Move the DRM buddy allocator one level up so that it can be used by GPU drivers (example, nova-core) that have usecases other than DRM (such as VFIO vGPU support). Modify the API, structures and Kconfigs to use "gpu_buddy" terminology. Adapt the drivers and tests to use the new API. The commit cannot be split due to bisectability, however no functional change is intended. Verified by running K-UNIT tests and build tested various configurations. While working on the CTM implementation of VKMS I had to ascertain myself of a few assumptions. One of those is whether drm_fixed.h treats its numbers using signed-magnitude or twos-complement. It is twos-complement. In order to make someone else's day easier I am adding the drm_test_int2fixp test that validates the above assumption. I am also adding a test for the new sm2fixp function that converts from a signed-magnitude fixed point to the twos-complement fixed point.
