Add missing break statement in order to prevent the code from falling
through to the default case.

The resoning for this is that pclk_vol_table is an automatic variable.
So, it makes no sense to update it just before falling through to the
default case and return -EINVAL.

This bug was found thanks to the ongoing efforts to enabling
-Wimplicit-fallthrough.

We observe black lines (underflow) on display when playing a
4K video with UVD. On Disabling Low memory P state this issue is
not seen.
Multiple runs of power measurement shows no imapct.

Repeat enable dpm under pass-through because there is no actually
hardware-fini and real power-off when guest vm shutdown or reboot.
Otherwise, under pass-through it will be failed to populate populate
and upload SCLK MCLK DPM levels due to zero of pcie_speed_table.count.
