To pair with the workaround which always reset the ASIC in suspend.
Otherwise, the reset which relies on BACO will fail.

In the s0ix entry need retain gfx in the gfxoff state,so here need't
set gfx cgpg in the S0ix suspend-resume process. Moreover move the S0ix
check into SMU12 can simplify the code condition check.

Pair the operations did in GMC -&gt;hw_init and -&gt;hw_fini. That
can help to maintain correct cached state for GMC and avoid
unintention gate operation dropping due to wrong cached state.

On aldebaran, RLC also controls GFXCLK. Skip halting RLC during GFX IP suspend
and keep it running till PMFW disables all DPMs.

The overclocking interface currently appends data to a
string.  Revert back to using sprintf().

add support that allow the userspace tool like RGP to get the GFX clock
value at runtime, the fix follow the old way to show the min/current/max
clocks level for compatible consideration.

0: 200Mhz *
1: 1100Mhz
2: 1600Mhz

then run stress test on one APU system.
$ cat /sys/class/drm/card0/device/pp_dpm_sclk
0: 200Mhz
1: 1040Mhz *
2: 1600Mhz

The current GFXCLK value is updated at runtime.
