virtual_link_hwss.c:32:6: warning: symbol
  'virtual_setup_stream_attribute' was not declared.
  Should it be static?

virtual_setup_stream_attribute is only used in
virtual_link_hwss.c, but the other functions in the
file are declared in the header file and used elsewhere.
For consistency, add the virtual_setup_stream_attribute
decl to virtual_link_hwss.h.

Why:
Screen sometimes would have artifacts or blink once at the time when bpp
is dynamically changed.

How:
1. Changed to update PPS infopacket in frame mode instead of immediate mode
   since other updates for bpp change are double-buffered.
2. Changed double-buffering enablement programming for DCN30 as advised by
ASIC team

The function set_mst_bandwidth is poorly name since it isn't clear what
it does, and it also does not reflect any part of the allocation sequence
described in the DP spec.

Rename the function set_mst_bandwidth to set_throttled_vcp_size.

When display is connected with a native DP port, DP2 mode register value
is a don't care. Driver mistakenly reduce max supported lane count to 2
lane based on the don't care value.

[how]
Add additional check only if USB C DP alt mode is enabled, we will
determine max lane count supported based on current mode.
