After commit 8020f0f9316b ("drm/amd/amdgpu: enable W=1 for amdgpu"),
there is an instance of -Wunused-const-variable when CONFIG_DEBUG_FS is
disabled:

There is no reason for the body of this function to be guarded when
CONFIG_DEBUG_FS is disabled, as debugfs_create_file() is a stub that
just returns an error pointer in that situation. Remove the preprocessor
guards so that the variable never appears unused, while not changing
anything at run time.

RAP TA is an optional firmware. if it doesn’t exist,
the driver should bypass psp_rap_invoke() function.
1. bypass psp_rap_invoke() when RAP TA is not loaded.
2. add new parameter (status) to query RAP TA status.
(the status value is different with psp_ta_invoke(),
3. fix the 'rap_status' MThread critical problem.
(used without lock)

After amdgpu driver loading successfully, we can use
RAP debugfs interface <debugfs_dir>/dri/xxx/rap_test
to trigger RAP test.
Currently only L0 validate test is supported.
