drm/amdgpu: prevent immediate PASID reuse case

commit 14b81abe7bdc25f8097906fc2f91276ffedb2d26 upstream. PASID resue could cause interrupt issue when process immediately runs into hw state left by previous process exited with the same PASID, it's possible that page faults are still pending in the IH ring buffer when the process exits and frees up its PASID. To prevent the case, it uses idr cyclic allocator same as kernel pid's. drm/amdgpu: Make enforce_isolation setting per GPU

This commit makes enforce_isolation setting to be per GPU and per partition by adding the enforce_isolation array to the adev structure. The adev variable is set based on the global enforce_isolation module parameter during device initialization. In amdgpu_ids.c, the adev->enforce_isolation value for the current GPU is used to determine whether to enforce isolation between graphics and compute processes on that GPU. In amdgpu_ids.c, the adev->enforce_isolation value for the current GPU and partition is used to determine whether to enforce isolation between graphics and compute processes on that GPU and partition. PASID is defined as a few different types in iommu including "int", "u32", and "unsigned int". To be consistent and to match with uapi definitions, define PASID and its variations (e.g. max PASID) as "u32". "u32" is also shorter and a little more explicit than "unsigned int". No PASID type change in uapi although it defines PASID as __u64 in some places.
