drm/amdgpu: Bail earlier when amdgpu.cik_/si_support is not set to 1

commit 984d7a929ad68b7be9990fc9c5cfa5d5c9fc7942 upstream. Bail from the pci_driver probe function instead of from the drm_driver load function. This avoid /dev/dri/card0 temporarily getting registered and then unregistered again, sending unwanted add / remove udev events to userspace. Specifically this avoids triggering the (userspace) bug fixed by this plymouth merge-request: https://gitlab.freedesktop.org/plymouth/plymouth/merge_requests/59 Note that despite that being a userspace bug, not sending unnecessary udev events is a good idea in general. This change is to support MESA performace optimization. Modify CS IOCTL to allow its input as command buffer and an array of buffer handles to create a temporay bo list and then destroy it when IOCTL completes. This saves on calling for BO_LIST create and destry IOCTLs in MESA and by this improves performance. v2: Avoid inserting the temp list into idr struct. v3: Remove idr alloation from amdgpu_bo_list_create. Enable stutter mode can save power in low DRAM use cases including but not limited to productivity application use, web browsing, and video playback. Currently this feature is disabled by default. Make bit 17 in module parameter amdgpu_pp_feature_mask as stutter mode mask, so user can enable/disable this feature easily.
