Set the s3/s0ix and s4 flags in the pm notifier so that we can skip
the resource evictions properly in pm prepare based on whether
we are suspending or hibernating.  Drop the eviction as processes
are not frozen at this time, we we can end up getting stuck trying
to evict VRAM while applications continue to submit work which
causes the buffers to get pulled back into VRAM.

This reverts commit 3a9626c816db901def438dc2513622e281186d39.

This breaks S4 because we end up setting the s3/s0ix flags
even when we are entering s4 since prepare is used by both
flows.  The causes both the S3/s0ix and s4 flags to be set
which breaks several checks in the driver which assume they
are mutually exclusive.

As part of the suspend sequence VRAM needs to be evicted on dGPUs.
In order to make suspend/resume more reliable we moved this into
the pmops prepare() callback so that the suspend sequence would fail
but the system could remain operational under high memory usage suspend.

Another class of issues exist though where due to memory fragementation
there isn't a large enough contiguous space and swap isn't accessible.

Add support for a suspend/hibernate notification callback that could
evict VRAM before tasks are frozen. This should allow paging out to swap
if necessary.

if reading pf2vf data failed 30 times continuously, it means something is
wrong. Need to trigger flr_work to recover the issue.

also use dev_err to print the error message to get which device has
issue and add warning message if waiting IDH_FLR_NOTIFICATION_CMPL
timeout.

commit 5095d5418193 ("drm/amd: Evict resources during PM ops prepare()
callback") intentionally moved the eviction of resources to earlier in
the suspend process, but this introduced a subtle change that it occurs
before adev-&gt;in_s0ix or adev-&gt;in_s3 are set. This meant that APUs
actually started to evict resources at suspend time as well.

Explicitly set s0ix or s3 in the prepare() stage, and unset them if the
prepare() stage failed.

There was a quirk added to add a workaround for a Sapphire
RX 5600 XT Pulse that didn't allow BAR resizing.  However,
the quirk caused a regression with runtime pm on Dell laptops
using those chips, rather than narrowing the scope of the
resizing quirk, add a quirk to prevent amdgpu from resizing
the BAR on those Dell platforms unless runtime pm is disabled.

Some customer platforms do not enable mmconfig for various reasons,
such as bios bug, and therefore cannot access the GPU extend configuration
space through mmio.

When the system enters the d3cold state and resumes, the amdgpu driver
fails to resume because the extend configuration space registers of
GPU can't be restored. At this point, Usually we only see some failure
dmesg log printed by amdgpu driver, it is difficult to find the root
cause.

Therefor print a warnning message if the system can't access the
extended configuration space register when using large bar.

This reverts commit 2daba7d857e48035d71cdd95964350b6d0d51545 which is
commit 73dae652dcac776296890da215ee7dec357a1032 upstream.

The original patch 73dae652dcac (drm/amdgpu: rework resume handling for
display (v2)), was only targeted at kernels 6.11 and newer.  It did not
apply cleanly to 6.12 so I backported it and it backport landed as
99a02eab8251 ("drm/amdgpu: rework resume handling for display (v2)"),
however there was a bug in the backport that was subsequently fixed in
063d380ca28e ("drm/amdgpu: fix backport of commit 73dae652dcac").  None
of this was intended for kernels older than 6.11, however the original
backport eventually landed in 6.6, 6.1, and 5.15.

Please revert the change from kernels 6.6, 6.1, and 5.15.

Split resume into a 3rd step to handle displays when DCC is
enabled on DCN 4.0.1.  Move display after the buffer funcs
have been re-enabled so that the GPU will do the move and
properly set the DCC metadata for DCN.
