ARM/clk: move the ICST library to drivers/clk

This moves the ICST clock divider helper library from arch/arm/common to drivers/clk/versatile so it is maintained with the other clock drivers. We keep the structure as a helper library intact and do not fuse it with the clk-icst.c Versatile ICST clock driver: there may be other users out there that need to use this library for their clocking, and then it will be helpful to keep the library contained. Now, with the CLCD DT support available, there is no more reason to keep the non-DT support for V2P-CA9. Removed, together with "some" supporting code. Renaming the file to clk-versatile.c as versatile is used as the family name for ARM, Ltd. boards. Factor out the SP810 clocking code into a separate driver, selecting better (faster) parent at clk_prepare() time. This is to avoid problems with clocking infrastructure initialisation order, in particular to avoid dependency of fixed clock being initialized before SP810. It also makes vexpress platform OF-based clock initialisation code unnecessary. clk: Common clocks implementation for Versatile Express

This patch adds a DT and non-DT based implementation of the common clock infrastructure for Versatile Express platform. It registers (statically or using DT) all required fixed clocks, initialises motherboard's SP810 cell (that provides clocks for SP804 timers) and explicitly registers VE "osc" driver, to make the clock generators available early.
