The divider_round_rate_parent() function is now deprecated, so let's
migrate to divider_determine_rate() instead so that this deprecated API
can be removed.

Note that when the main function itself was migrated to use
determine_rate, this was mistakenly converted to:

    req-&gt;rate = divider_round_rate(...)

This is invalid in the case when an error occurs since it can set the
rate to a negative value.

Enabling the compile test should not cause automatic enabling of all
drivers.  Restrict the default to ARCH also for individual driver, even
though its choice is not visible without selecting parent Kconfig
symbol, because otherwise selecting parent would select the child during
compile testing.

After commit 0edb555a65d1 ("platform: Make platform_driver::remove()
return void") .remove() is (again) the right callback to implement for
platform drivers.

Convert all clk drivers to use .remove(), with the eventual goal to drop
struct platform_driver::remove_new(). As .remove() and .remove_new() have
the same prototypes, conversion is done by just changing the structure
member name in the driver initializer.
