Enable context analysis for crypto subsystem.

This demonstrates a larger conversion to use Clang's context
analysis. The benefit is additional static checking of locking rules,
along with better documentation.

Note the use of the __acquire_ret macro how to define an API where a
function returns a pointer to an object (struct scomp_scratch) with a
lock held. Additionally, the analysis only resolves aliases where the
analysis unambiguously sees that a variable was not reassigned after
initialization, requiring minor code changes.

The 'comp' compression API has been superseded by the acomp API, which
is a bit more cumbersome to use, but ultimately more flexible when it
comes to hardware implementations.

Now that all the users and implementations have been removed, let's
remove the core plumbing of the 'comp' API as well.

Reference counters should use refcount_t rather than atomic_t, since the
refcount_t implementation can prevent overflows, reducing the
exploitability of reference leak bugs.  crypto_alg.cra_refcount is a
reference counter with the usual semantics, so switch it over to
refcount_t.

There is currently a large ifdef FIPS code section in proc.c.
Ostensibly it's there because the fips_enabled sysctl sits under
/proc/sys/crypto.  However, no other crypto sysctls exist.

In fact, the whole ethos of the crypto API is against such user
interfaces so this patch moves all the FIPS sysctl code over to
fips.c.
