The HKDF self-tests depend on the HMAC algorithms being registered.
HMAC is now registered at module_init, which put it at the same level as
HKDF.  Move HKDF to late_initcall so that it runs afterwards.

The negative-sense of CRYPTO_MANAGER_DISABLE_TESTS is a longstanding
mistake that regularly causes confusion.  Especially bad is that you can
have CRYPTO=n &amp;&amp; CRYPTO_MANAGER_DISABLE_TESTS=n, which is ambiguous.

Replace CRYPTO_MANAGER_DISABLE_TESTS with CRYPTO_SELFTESTS which has the
expected behavior.

The tests continue to be disabled by default.

<title>crypto,fs: Separate out hkdf_extract() and hkdf_expand()</title>

Separate out the HKDF functions into a separate module to
to make them available to other callers.
And add a testsuite to the module with test vectors
from RFC 5869 (and additional vectors for SHA384 and SHA512)
to ensure the integrity of the algorithm.
