crypto: fips - annotate fips_enable() with __init to free init memory after boot

The fips_enable() function is only invoked early during kernel boot via the __setup() macro ("fips=" command line parameter), and is never used again after initialization completes. Annotating it with __init places the function in the .init.text section, allowing the kernel to free its memory after init (when freeing_initmem() runs), reducing runtime memory footprint. This is a standard practice for setup/early-parse functions and has no functional impact — the parsing logic, return values, and fips mode setting behavior remain unchanged. crypto: fips - replace simple_strtol with kstrtoint to improve fips_enable

Replace simple_strtol() with the recommended kstrtoint() for parsing the 'fips=' boot parameter. Unlike simple_strtol(), which returns a long, kstrtoint() converts the string directly to an integer and avoids implicit casting. Check the return value of kstrtoint() and reject invalid values. This reverts commit c4741b23059794bd99beef0f700103b0d983b3fd. Crypto API self-tests no longer run at registration time and now occur either at late_initcall or upon the first use. Therefore the premise of the above commit no longer exists. Revert it and subsequent additions of subsys_initcall and arch_initcall. Note that lib/crypto calls will stay at subsys_initcall (or rather downgraded from arch_initcall) because they may need to occur before Crypto API registration. Signed-off-by: Herbert Xu

treewide: const qualify ctl_tables where applicable

Add the const qualifier to all the ctl_tables in the tree except for watchdog_hardlockup_sysctl, memory_allocation_profiling_sysctls, loadpin_sysctl_table and the ones calling register_net_sysctl (./net, drivers/inifiniband dirs). These are special cases as they use a registration function with a non-const qualified ctl_table argument or modify the arrays before passing them on to the registration function. Constifying ctl_table structs will prevent the modification of proc_handler function pointers as the arrays would reside in .rodata. This is made possible after commit 78eb4ea25cd5 ("sysctl: treewide: constify the ctl_table argument of proc_handlers") constified all the proc_handlers. FIPS 140-3 introduced a requirement for the FIPS module to return information about itself, specifically a name and a version. These values must match the values reported on FIPS certificates. Crypto test failures in FIPS mode cause an immediate panic, but on some system the cryptographic boundary extends beyond just the Linux controlled domain.
