Compiling the kernel with clang W=2 produces a warning that the
parameter declarations in some routines would shadow the definition of
the global variable stfle_fac_list. Address this warning by renaming the
parameters to fac_list.

Let test_facility() generate a branch instruction if the tested facility is
a constant, and where the result cannot be evaluated during compile
time. The branch instruction defaults to "false" and is patched to nop
(branch not taken) if the tested facility is available.

This avoids runtime checks and is similar to x86's static_cpu_has() and
arm64's alternative_has_cap_likely().

Disable compile time optimizations of test_facility() for the
decompressor. The decompressor should not contain any optimized code
depending on the architecture level set the kernel image is compiled
for to avoid unexpected operation exceptions.

Add a __DECOMPRESSOR check to test_facility() to enforce that
facilities are always checked during runtime for the decompressor.

The alternative and the normal facility list are always identical. Remove
the alternative facility list, which allows to simplify the alternatives
code.

The length of the facility list accessed when interpretively executing
STFLE is the same as the hosts facility list (in case of format-0)
The memory following the facility list doesn't need to be accessible.
The current VSIE implementation accesses a fixed length that exceeds the
guest/host facility list length and can therefore wrongly inject a
validity intercept.
Instead, find out the host facility list length by running STFLE and
copy only as much as necessary when shadowing.

When kernel.h is used in the headers it adds a lot into dependency hell,
especially when there are circular dependencies are involved.

Replace kernel.h inclusion with the list of what is really being used.

With gcc-11, there are a lot of warnings because the facility functions
are accessing lowcore through a null pointer. Fix this by moving the
facility arrays away from lowcore.
