MIPS selects CLOCKSOURCE_WATCHDOG, but none of the clocksources actually
sets the MUST_VERIFY flag. So compiling the watchdog in is a pointless
exercise. Remove the selects.

<title>MIPS: Implement ARCH_HAS_CC_CAN_LINK</title>

The generic CC_CAN_LINK detection does not handle different byte orders
or ABIs. This may lead to userprogs which are not actually runnable on
the target kernel.

Use architecture-specific logic supporting byte orders instead.

Modern 64-bit toolchains default to a n32 libc, which are not
supported by all kernel configurations, as MIPS32_N32 is optional.
On 64-bit, test for a n32 ABI libc first and fall back to o64 and
o32 if necessary.

<title>mips: mm: enable MMU_GATHER_RCU_TABLE_FREE</title>

On a 64-bit system, madvise(MADV_DONTNEED) may cause a large number of
empty PTE page table pages (such as 100GB+).  To resolve this problem,
first enable MMU_GATHER_RCU_TABLE_FREE to prepare for enabling the
PT_RECLAIM feature, which resolves this problem.

With MIPS, it is possible to have SMP enabled without HOTPLUG_CPU
selected. However, in kernel/cpu.c, some code that uses
HOTPLUG_PARALLEL also requires HOTPLUG_CPU to be selected. Therefore,
we should fix the HOTPLUG_PARALLEL dependency to depend on
HOTPLUG_CPU, not just SMP.

Pull Kbuild updates from Nathan Chancellor:

 - Extend modules.builtin.modinfo to include module aliases from
   MODULE_DEVICE_TABLE for builtin modules so that userspace tools (such
   as kmod) can verify that a particular module alias will be handled by
   a builtin module

 - Bump the minimum version of LLVM for building the kernel to 15.0.0

 - Upgrade several userspace API checks in headers_check.pl to errors

 - Unify and consolidate CONFIG_WERROR / W=e handling
