<title>arm64: avoid prototype warnings for syscalls</title>

With W=1 warnings enabled, there are lots of complaints about
missing prototypes for system calls, plus a few other related
ones:

arch/arm64/kernel/sys_compat.c:68:6: error: no previous prototype for 'compat_arm_syscall' [-Werror=missing-prototypes]
arch/arm64/include/asm/syscall_wrapper.h:76:32: error: no previous prototype for '__arm64_sys_io_setup' [-Werror=missing-prototypes]
arch/arm64/include/asm/syscall_wrapper.h:41:32: error: no previous prototype for '__arm64_compat_sys_io_setup' [-Werror=missing-prototypes]
arch/arm64/include/asm/syscall_wrapper.h:76:32: error: no previous prototype for '__arm64_sys_io_destroy' [-Werror=missing-prototypes]
arch/arm64/include/asm/syscall_wrapper.h:76:32: error: no previous prototype for '__arm64_sys_io_submit' [-Werror=missing-prototypes]

Add declarations to the syscall macros to avoid all of these, plus
one for the compat syscall entry.

Some generic COMPAT definitions have been consolidated in
asm-generic/compat.h by commit 84a0c977ab98
("asm-generic: compat: Cleanup duplicate definitions")

Remove those that are already defined to the same value there from
arm64 asm/compat.h.

There are 7 64bit architectures that support Linux COMPAT mode to
run 32bit applications. A lot of definitions are duplicate:
 - COMPAT_USER_HZ
 - COMPAT_RLIM_INFINITY
 - COMPAT_OFF_T_MAX
 - __compat_uid_t, __compat_uid_t
 - compat_dev_t
 - compat_ipc_pid_t
 - struct compat_flock
 - struct compat_flock64
 - struct compat_statfs
 - struct compat_ipc64_perm, compat_semid64_ds,
	  compat_msqid64_ds, compat_shmid64_ds

Cleanup duplicate definitions and merge them into asm-generic.

Provide a single common definition for the compat_flock and
compat_flock64 structures using the same tricks as for the native
variants.  Another extra define is added for the packing required on
x86.

The F_GETLK64/F_SETLK64/F_SETLKW64 fcntl opcodes are only implemented
for the 32-bit syscall APIs, but are also needed for compat handling
on 64-bit kernels.

Consolidate them in unistd.h instead of definining the internal compat
definitions in compat.h, which is rather error prone (e.g. parisc
gets the values wrong currently).

Note that before this change they were never visible to userspace due
to the fact that CONFIG_64BIT is only set for kernel builds.

All users of compat_alloc_user_space() and copy_in_user() have been
removed from the kernel, only a few functions in sparc remain that can be
changed to calling arch_copy_in_user() instead.

Parts of linux/compat.h are under an #ifdef, but we end up
using more of those over time, moving things around bit by
bit.

To get it over with once and for all, make all of this file
uncondititonal now so it can be accessed everywhere. There
are only a few types left that are in asm/compat.h but not
yet in the asm-generic version, so add those in the process.

This requires providing a few more types in asm-generic/compat.h
that were not already there. The only tricky one is
compat_sigset_t, which needs a little help on 32-bit architectures
and for x86.

In order to avoid needless #ifdef CONFIG_COMPAT checks,
move the compat_ptr() definition to linux/compat.h
where it can be seen by any file regardless of the
architecture.

Only s390 needs a special definition, this can use the
self-#define trick we have elsewhere.

In order to use compat_* type defininitions in device drivers
outside of CONFIG_COMPAT, move the inclusion of asm-generic/compat.h
ahead of the #ifdef.

All other architectures already do this.
