ethernet: 3c509: Update documentation to match MAINTAINERS

There has been apparently a single message only ever publicly posted by David Ruggiero, back in 2002, which added this documentation piece among others, and MAINTAINERS was never updated accordingly. It is therefore doubtful that his maintainer status has actually come into effect. Just replace the reference then so as not to confuse people. Signed-off-by: Maciej W. docs: make reporting-bugs.rst obsolete

Make various places which point to Documentation/admin-guide/reporting-bugs.rst point to Documentation/admin-guide/reporting-issues.rst instead. That document is brand new and as of now is not completely finished. But even at this stage it's a lot more helpful and accurate than reporting-bugs.rst. Hence also add a note to reporting-bugs.rst, telling people they're better off reading reporting-issues.rst instead. reporting-bugs.rst is scheduled for removal once reporting-issues.rst is considered ready. docs: networking: reorganize driver documentation again

Organize driver documentation by device type. Most documents have fairly verbose yet uninformative names, so let users first select a well defined device type, and then search for a particular driver. While at it rename the section from Vendor drivers to Hardware drivers. This seems more accurate, besides people sometimes refer to out-of-tree drivers as vendor drivers.
