generate cross-references for the corresponding ABI file.

The Counter subsystem architecture and driver implementations have
changed in order to handle Counter sysfs interactions in a more
consistent way. This patch updates the Generic Counter interface
documentation to reflect the changes.

Count data is now always represented as an unsigned integer, while
Signal data is either SIGNAL_LOW or SIGNAL_HIGH. In addition,
clarification changes and additions are made to better explain the
theory of the Generic Counter interface and its use.
