docs: move x86 documentation into Documentation/arch/

Move the x86 documentation under Documentation/arch/ as a way of cleaning up the top-level directory and making the structure of our docs more closely match the structure of the source directories it describes. All in-kernel references to the old paths have been updated. Docs: fix table problems in ras.rst

Two table problems caused the PDF build to fail: - Evidently multirow cells are not appreciated in table headers, so remove such from the "CS Rows" table. - The logging message structure table was incorrectly formatted, with two "+" instead of "|". Fix typos and add the following to the scripts/spelling.txt: an user||a user an userspace||a userspace I also added "userspace" to the list since it is a common word in Linux. I found some instances for "an userfaultfd", but I did not add it to the list. I felt it is endless to find words that start with "user" such as "userland" etc., so must draw a line somewhere.
