The KernelVersion field has limited practical value. Git history
provides more accurate tracking of when features were introduced
and target kernel versions often change during development and
merge.

Label it optional.

The ABI documentation looks a little bit better if it starts
with the contents of the README is placed at the beginning.

Move it to the beginning of the ABI chapter. While here, improve
the README text and change the title that will be shown at the
html/pdf output to be coherent with both ABI file contents and
with the generated documentation output.

As we plan to remove the escaping code from the scripts/get_abi.pl,
specify at the ABI README file that the content of the file should
be ReST compatible.

Discussion at Kernel Summit made it clear that the presence or absence of
specific Kconfig symbols are not considered ABI, and that no userspace (or
bootloader, etc) should rely on them.

In addition, kernel-internal symbols are well established as non-ABI, per
Documentation/stable_api_nonsense.txt.

Document both of these in Documentation/ABI/README, in a new section for
notable bits of non-ABI.

In commit 9c0ece069b32 ("Get rid of Documentation/feature-removal.txt"),
Linus removed feature-removal-schedule.txt from Documentation, but there
is still some reference to this file.  So remove them.
