Create PcdShellDefaultDelay to configure the default
delay the shell provides for the user at the start time
if the user wishes to cancel the execution of a potential
startup script.
The shell application already allows the user to override
the delay default value by specifying the -delay cmdline
argument. This however cannot be used when loading the
shell application using direct boot or when integrating
the shell into the platform firmware build.
Thus, a PCD can be easily configured by the developer
either at build time, or even at runtime.

Removing rules for Ipf sources file:
* Remove the source file which path with "ipf" and also listed in
[Sources.IPF] section of INF file.
* Remove the source file which listed in [Components.IPF] section
of DSC file and not listed in any other [Components] section.
* Remove the embedded Ipf code for MDE_CPU_IPF.
Removing rules for Inf file:
* Remove IPF from VALID_ARCHITECTURES comments.
* Remove DXE_SAL_DRIVER from LIBRARY_CLASS in [Defines] section.
* Remove the INF which only listed in [Components.IPF] section in DSC.
* Remove statements from [BuildOptions] that provide IPF specific flags.
* Remove any IPF sepcific sections.
Removing rules for Dec file:
* Remove [Includes.IPF] section from Dec.
Removing rules for Dsc file:
* Remove IPF from SUPPORTED_ARCHITECTURES in [Defines] section of DSC.

In QuarkPlatformPkg/Library/PlatformBootManagerLib/PlatformBootManager.c,
there is a definition of mUefiShellFileGuid which is a constant reference
to the FILE_GUID as defined in ShellPkg/Application/Shell/Shell.inf.
To prevent the need for duplicating it to other modules, promote it to
a proper global GUID, and add it to the ShellPkg.dec package declaration.

The BuildOptions for AARCH64 in Application/Shell/Shell.inf only affect
the core Shell binary, and not the Shell component libraries which are
merged into the final Shell binary via NULL library class resolution.
This means we need to override the UEFI_APPLICATION build options in
the platform .DSC anyway, there is no point in setting these options
here as well. So remove them.

UEFI Shell scandalizes the help message in spec level so that a standalone
UEFI shell application can never get "-?" switch, instead the Shell core
(interpreter) detects the "-?" and finds .MAN file for that shell
application in certain spec defined paths, then show the help extracted
from that .MAN file.
But it means distributing a UEFI shell application not only means
distributing a .EFI file but also distributing a .MAN file. If the text
formatted .MAN file is corrupted (edited by user by mistake), or is
missing (deleted by user by mistake), no help will be shown to user.
So this patch enhance the Shell to make it support finding help message
imbedded in resource section of application image.

The tiny code model used by AARCH64 only supports binaries of up to
1 MB in size. Since the Shell application exceeds that when built in
DEBUG mode, make sure we build it using the small code model instead.

Migration.
Move libraries from ShellPkg into MdeModulePkg and MdePkg.
The following libraries are being migrated out of ShellPkg in order to make
their functionality more widely available.
• PathLib: Incorporate into MdePkg/Library/BaseLib
• FileHandleLib: MdePkg/Library/UefiFileHandleLib
• BaseSortLib: MdeModulePkg/Library/BaseSortLib
• UefiSortLib: MdeModulePkg/Library/UefiSortLib

- Fixes shell application launch version output to match ‘ver’ command, as specified by the UEFI Shell spec.
- Adds PcdShellSupplier for <shell-supplier-specific-data> line of version output. Defaulted to “EDK II”.
- Display only 1 startup.nsh countdown line per second instead of 10 per second.
- Fix issue where command line is just 1 or more “ “ characters and displayed garbage.
- Fix for @echo –off and @echo –on to not restore echo state

library (but as 2 functions instead of 3). This allows for users outside of the shell itself to have access to these functions.
1) Remove the 3 functions out of the shell's internal library (ShellCommandLib)
2) Add a new library class (PathLib)
3) Add an instance of this class (BasePathLib)
4) Change all internal shell callers to use this new library class.
