EmbeddedPkg: implement NonCoherentDmaLib based on ArmDmaLib
The non-coherent DmaLib implementation in ArmDmaLib no longer relies on
anything in ArmPkg. So clone it into EmbeddedPkg, and rename it to
NonCoherentDmaLib.
