PcAtChipsetPkg: Convert non DOS format files to DOS format and rename the same module name.

1. Module UNI and Package UNI files are not DOS format. Convert them to DOS format. 2. BaseAcpiTimerLib and DxeAcpiTimerLib has the same module name. Update them to the different name, and add the module uni file with the updated module name.
