This commit removes OVMF IA32 from edk2 per RFC
https://edk2.groups.io/g/devel/topic/rfc_remove_ovmf_ia32_and/114152215.

OVMF IA32 is a 32 bit only platform that no longer represents the vast
majority of physical platforms. The RFC details more reasoning in
much more depth.

OVMF IA32 will be kept in a branch off the edk2-stable202508 tag for
any long term consumers; it will receive build break updates only
(e.g. if an upstream submodule changes location).

A change was made to the following pytool releases to prevent a
platform from needing to include additional logic to consider
command-line build variable parameters for PR evaluation.

- edk2-pytool-library v0.23.4
- edk2-pytool-extensions v0.29.11

Commit 33e58db was added as a workaround, but that is no longer
needed after these pytool updates, so revert it.

This change adds a build flag in the platform DSC file to support
standalone MM build on OVMF platform.

The new standalone MM platform will not support S3 boot and thus no SMM
lock box related components are included.

Details about a particular pipeline change over time - such as the
specific Linux distro or toolchain version. At the same time, the
pipeline files are directly referenced in Azure Pipelines to run the
pipeline and few users have access to change those details.

To make the files less likely to refer to outdated information over
time and reduce the need for an Azure Pipeline administrator to get
involved, the files are updated to drop specific details apart from
the host OS environment used in the pipeline.

In order to use dynamic stack cookies, we need RDRAND support
from QEMU, so this updates the QEMU launching code for OvmfPkg
to include RDRAND support.

The Python version used for build and CI should always be at least
the minimum version supported by edk2-pytool-extensions. A badge
is added that keeps this information dynamically up-to-date based
on the minimum version specified in edk2-pytool-extensions
pyproject.toml file.
