Replace the currently used MAX_DEBUG_MESSAGE_LENGTH usage, which is the buffer's length, with the actual buffer size. So disable the related function while after ExitBootServices. Change the gST to a internal one, because there will be a cycle consume between UefiBootServicesTableLib and DebugLib due to the library constructors. Also remove the SMM support for this instance. If the assert happens in a library, then it's hard to determine which module using that library is generating that assert. Use gEfiCallerBaseName in DebugAssert to display the module name.
