This will greatly reduce the time taken for updating a variable and thus increase performance. Removing VAR_HEADER_VALID_ONLY marking doesn't have any function impact since it's not used by current code to detect variable header + data corruption. Only EFI_VARIABLE_NON_VOLATILE attribute is an invalid combination of attribute bits, so update the variable driver to return EFI_INVALID_PARAMETER so that we can prevent the invalid variable being created.
