<title>MdeModulePkg/SmmCorePerformanceLib: Disable perf-logging at runtime</title>

Because SMM perf-logging is migrated to non-SMRAM at ReadyToBoot
by DxeCorePerformanceLib, the perf-logging after ExitBS is useless and
impact the SMI latency at runtime.
Hence the SmmCorePerformanceLib is updated to disable perf-logging
after ExitBS.

<title>MdeModulePkg/FPDT: Lock boot performance table address variable at EndOfDxe</title>

1. Allocate performance data table at EndOfDxe and then lock the varible
   which store the table address at EndOfDxe.

2. Enlarge PCD gEfiMdeModulePkgTokenSpaceGuid.PcdExtFpdtBootRecordPadSize
   from 0x20000 to 0x30000 in order to hold the Delta performance data
   between EndOfDxe and ReadyToBoot.

3. SMM performance data is collected by DXE modules through SMM communication
   at ReadyToBoot before.
   Now to do SMM communication twice, one for allocating the performance
   size at EndOfDxe, another is at ReadyToBoot to get SMM performance data.

4. Make SmmCorePerformanceLib rather than FirmwarePerformanceSmm to communicate
   with DxeCorePerformanceLib for SMM performance data and size.

GetModuleInfoFromHandle() takes an EFI_HANDLE -- (VOID*) -- as first
parameter, but InsertFpdtRecord() passes (EFI_HANDLE*) -- (VOID**).
(VOID**) converts silently to (VOID*), which is why the wrong cast is
masked.

Note that the *value* that is passed is alright -- therefore this patch
does not change behavior --, it's just semantically wrong to pass an
(EFI_HANDLE*) where an EFI_HANDLE is expected.

In mSmmBootPerformanceTable there are two parts,
one is the FPDT table header and the other is FPDT records.
Currently:
mPerformanceLength: The length of existing FPDT records.
mMaxPerformanceLength: The maximum length allocated for
mSmmBootPerformanceTable(including FPDT table header length
and existing FPDT records length)
But when compare mPerformanceLength with mMaxPerformanceLength
to check whether need to allocate new buffer for new FPDT
record, we miss to add mPerformanceLength with header length,
which will cause pool allocation behavior is not correct.

Now update the mPerformanceLength to fix this issue:
updated mPerformanceLength = FPDT table header length
+ existing FPDT records length.
