The values of BootRecordDataPayloadSize and CommSize are incorrect.
BootRecordDataPayloadSize should equal to
  SmmBootRecordDataSize - SmmBootRecordDataRetrieved
CommSize should equal to
  OFFSET_OF (EFI_MM_COMMUNICATE_HEADER,Data) \
  + (UINTN)MmCommBufferHeader-&gt;MessageLength
SmmCommData-&gt;BootRecordSize should be set to BootRecordDataPayloadSize,
instead of the total size of entire Smm boot record data.

Adds a new library instance to support MM core functionality for
performance in Standalone MM.

- Add StandaloneMmCorePerformanceLib instance
- Move common MM logic to a new file `MmCorePerformanceLib.c`
- Define interfaces with implementation specific to MM environment
  type in `SmmCorePerformanceLibInternal.h` and implement those
  functions in the Standalone MM and Traditional MM specific C files

Note: StandaloneMmCorePerformanceLib supports both
      `MM_CORE_STANDALONE` and `MM_STANDALONE` as some Standalone MM
	  environments have privilege separation and need to link this
	  functionality in a ring 3 Standalone MM driver that is outside
	  the ring 0 Standalone MM core driver.

Refactor the file to use the new type name EFI_MM_COMMUNICATE_HEADER.

This is the same type but follows the new name and is more clear
with upcoming Standalone MM support being added.

Install the performance table into the UEFI configuration table.
This will allow the shell application to get this if the system
is not using ACPI.

Fix smm perf issue in DxeCorePerformanceLib. In
current code logic, total SMM perf record is copied
multiple times to FPDT table if multiple ReadyToBoot
events are signaled. This patch changes the function
InternalGetSmmPerfData() to only get newly generated
Smm perf data. Then previous generated Smm perf data
won't be copied to FPDT again.

SmmBootRecordDataSize is initialized in InternalGetSmmPerData,
but this function may fail. so to avoid using SmmBootRecordDataSize
without intialization, set it to 0 at first.

1. Allocate performance data table at EndOfDxe and then lock the varible
   which store the table address at EndOfDxe.

2. Enlarge PCD gEfiMdeModulePkgTokenSpaceGuid.PcdExtFpdtBootRecordPadSize
   from 0x20000 to 0x30000 in order to hold the Delta performance data
   between EndOfDxe and ReadyToBoot.

3. SMM performance data is collected by DXE modules through SMM communication
   at ReadyToBoot before.
   Now to do SMM communication twice, one for allocating the performance
   size at EndOfDxe, another is at ReadyToBoot to get SMM performance data.

4. Make SmmCorePerformanceLib rather than FirmwarePerformanceSmm to communicate
   with DxeCorePerformanceLib for SMM performance data and size.

UnicodeStrToAsciiStrS requires that the source string is shorter than
the destination buffer and will ASSERT if this is not true. Switch to
UnicodeStrnToAsciiStrS as there are cases where the source string is
longer than the buffer allocated for the device path.
