MdeModulePkg: Replace include guards with #pragma once

Replace traditional `#ifndef`/`#define`/`#endif` include guards with `#pragma` once. `#pragma once` is a widely supported preprocessor directive that prevents header files from being included multiple times. It is supported by all toolchains used to build edk2: GCC, Clang/LLVM, and MSVC. Compared to macro-based include guards, `#pragma once`: - Eliminates the risk of macro name collisions or copy/paste errors where two headers inadvertently use the same guard macro. - Eliminate inconsistency in the way include guard macros are named (e.g., some files use `__FILE_H__`, others use `FILE_H_`, etc.). - Reduces boilerplate (three lines replaced by one). - Avoids polluting the macro namespace with guard symbols. - Can improve build times as the preprocessor can skip re-opening the file entirely, rather than re-reading it to find the matching `#endif` ("multiple-include optimization"). - Note that some compilers may already optimize traditional include guards, by recognzining the idiomatic pattern. This change is made acknowledging that overall portability of the code will technically be reduced, as `#pragma once` is not part of the C/C++ standards. However, this is considered acceptable given: 1. edk2 already defines a subset of supported compilers in BaseTools/Conf/tools_def.template, all of which have supported `#pragma once` for over two decades. 2. There have been concerns raised to the project about inconsistent include guard naming and potential macro collisions. Removing rules for Inf file: * Remove IPF from VALID_ARCHITECTURES comments. * Remove DXE_SAL_DRIVER from LIBRARY_CLASS in [Defines] section. * Remove the INF which only listed in [Components.IPF] section in DSC. * Remove statements from [BuildOptions] that provide IPF specific flags. * Remove any IPF sepcific sections. MdeModulePkg: Refine casting expression result to bigger size

There are cases that the operands of an expression are all with rank less than UINT64/INT64 and the result of the expression is explicitly cast to UINT64/INT64 to fit the target size. An example will be: UINT32 a,b; // a and b can be any unsigned int type with rank less than UINT64, like // UINT8, UINT16, etc. UINT64 c; c = (UINT64) (a + b); Some static code checkers may warn that the expression result might overflow within the rank of "int" (integer promotions) and the result is then cast to a bigger size. The commit refines codes by the following rules: 1). When the expression is possible to overflow the range of unsigned int/ int: c = (UINT64)a + b; 2). When the expression will not overflow within the rank of "int", remove the explicit type casts: c = a + b; 3). When the expression will be cast to pointer of possible greater size: UINT32 a,b; VOID *c; c = (VOID *)(UINTN)(a + b); --> c = (VOID *)((UINTN)a + b); 4). When one side of a comparison expression contains only operands with rank less than UINT32: UINT8 a; UINT16 b; UINTN c; if ((UINTN)(a + b) > c) {...} --> if (((UINT32)a + b) > c) {...} For rule 4), if we remove the 'UINTN' type cast like: if (a + b > c) {...} The VS compiler will complain with warning C4018 (signed/unsigned mismatch, level 3 warning) due to promoting 'a + b' to type 'int'.
