Issue #12498.
Relocate the internal use C header files to under PrivateInclude.
These header files should only be the references by internal
transport interface libraries that follows the design of
Manageabilty package (https://github.com/tianocore/edk2/blob/master/ManageabilityPkg/Documents/Media/ManageabilityDriverStack.svg).
