FspMultiPhaseMemInitApiHandler()
and FspMultiPhaseSiInitApiHandlerV2().
Remove "EFIAPI" from its function header.

The FILE_GUID for this library instance file is a duplicate of
Library/SecFspSecPlatformLibNull/SecFspSecPlatformLibNull.inf.
This change replaces the duplicated GUID value with a unique GUID.
