To support SPCR with GicV5, check GiCv5 SPI IRQ ranges too.
And cleanup for ifdef for ARM specific validation with the Arch
specific function to validate serial port information.

edk2 is dropping support for the ARM32 architecture. This
commit removes ARM32 code from DynamicTablesPkg. This also
drops irrelevant VALID_ARCHITECTURES comments from infs that
are not arch specific.

Move Serial port info objects like the generic serial port info,
Serial console port info and Serial debug port info from Arm
Namespace to the Arch Common namespace.
 i.e.
    EArmObjSerialPortInfo      -&gt; EArchCommonObjSerialPortInfo
    EArmObjConsolePortInfo     -&gt; EArchCommonObjConsolePortInfo
    EArmObjSerialDebugPortInfo -&gt; EArchCommonObjSerialDebugPortInfo
    CM_ARM_SERIAL_PORT_INFO    -&gt; CM_ARCH_COMMON_SERIAL_PORT_INFO

Correspondingly also update the following modules to reflect the
changes introduced by the move:
 - DBG2 Generator
 - SPCR Generator
 - SSDT Serial Port Fixup Lib
 - SSDT Serial Port Generator
 - FdtHwInfoParserLib/ArmSerialPortParser
 - ConfigurationManagerObjectParser
 - Dynamic Plat Repo TokenFixer map.

Add interrupt node to the AML description of the serial-port only if the
IRQ ID from the Configuration Manager is a valid SPI (shared processor
interrupt) or an extended SPI. So, for DBG2 UART ports where interrupt
is not mandatory, adding of an interrupt node in the AML description
using Serial Port Fixup Library can be ignored if the UART is not
defined with a valid SPI, like in N1SDP.

This update generates the interrupt node for the valid SPI range using
the AML Codegen API instead of updating it using the AML Fixup API.

SSDT tables describing an SBSA compatible serial port receive an '_HID'
value of 'ARMH0011'. This value represents a PL011 serial port.

This patch:
 - Generates an 'ARMHB000' instead
 - References the 'ACPI for Arm Components 1.0 - 2020' document
   specifying the '_HID' values to use.

Handle the EFI_ACPI_DBG2_PORT_SUBTYPE_SERIAL_16550_WITH_GAS
id when generating an AML description of a serial port. The same
_HID/_CID as the EFI_ACPI_DBG2_PORT_SUBTYPE_SERIAL_FULL_16550
are generated.
