Whitespace-based tokenization breaks quoted paths containing spaces
and prevents correct package path resolution. It also collapses
whitespace between compiler options.

Resolve workspace macros while preserving quotes, option prefixes,
whitespace, and Windows backslashes. Prefer existing workspace paths,
then search package roots in order. Keep missing paths rooted in the
workspace instead of falling back to the last package root.

Add regression tests covering quoting, spaces, search precedence,
missing paths, and Windows-style paths. Register the tests alongside
the existing Python tools test suites.
