<title>BaseTools: Support COMPAT16 section generation</title>

Currently COMPAT16 section type is not recognized and GenSec is called
without the "-s [SectionType]" argument.
Add COMPAT16 type to the SectionType dictionary to fix the issue.

Now this syntax works correctly:
```
FILE FREEFORM = &lt;GUID&gt;  {
  SECTION COMPAT16 = &lt;FILE&gt;
}
```

<title>BaseTools: Remove the dependency on the build intermediate file</title>

When generating compressed section, the build tool rely on the
build intermediate files, which were generated in last build, to
get the file list. This method will cause the incremental build to
generate incorrect build result. To reproduce this incremental build
error, you can do:
1. build Ovmf
2. change the module OvmfPkg\AcpiTables a source file Facp.aslc
name from Facp.aslc to Facpxxx.aslc.
3. change the Facp.aslc file name in [sources] section of AcpiTables.inf
4. incremental build Ovmf

you will see the in AcpiTables module Makefile, the corresponding
Facp.acpi file is not changed.

This patch is to make the build always get file list from the INF.

for Dict={},There are pitfalls in the way this default parameter is set
and Dict is not used in functions, other functions have these two cases,
I will change some incorrect parameter defaults

This patch is going to fix this issue

If RAW FFS File Rule has no section for its data.For RAW FFS File,
directly call GenFfs tool to generate FFS file.

Ffs Rule:
[Rule.Common.USER_DEFINED.MicroCode]
  FILE RAW = $(NAMED_GUID) {
        $(INF_OUTPUT)/$(MODULE_NAME).bin
  }
[Rule.Common.USER_DEFINED.LOGO]
  FILE RAW = $(NAMED_GUID) {
                       |.bmp
  }

As shown in the rule above,if SectionType and FileType not defined,
FFS files are generated directly, and no other type of file is
generated.

The patch is to make the BaseTools support these two rules

<title>Revert BaseTools: PYTHON3 migration</title>

Python3 migration is the fundamental change. It requires every developer
to install Python3. Before this migration, the well communication and wide
verification must be done. But now, most people is not aware of this change,
and not try it. So, Python3 migration is reverted and be moved to edk2-staging
Python3 branch for the edk2 user evaluation.

Based on "futurize -f libfuturize.fixes.fix_absolute_import"

Since circular import is not allowed after adopting absolute import, the
following changes are applied to break the circles.

* BaseTools/Source/Python/GenFds/Capsule.py
  - Delay "from .GenFds import GenFds" until GenCapsule()
  - Delay "from .GenFds import FindExtendTool" until GenFmpCapsule()
  To break the circle:
  AutoGen.AutoGen =&gt; GenFds.FdfParser =&gt; GenFds.Capsule =&gt; GenFds.GenFds =&gt;
  GenFds.FdfParser

* BaseTools/Source/Python/GenFds/Fd.py
