BaseTools: Set section alignment as zero if its type is Auto

REF: https://bugzilla.tianocore.org/show_bug.cgi?id=2881 Currently, the build tool try to read the section alignment from efi file if the section alignment type is Auto. If there is no efi generated, the section alignment will be set to zero. This behavior causes the Makefile to be different between the full build and the incremental build. Since the Genffs can auto get the section alignment from efi file during Genffs procedure, the build tool can just set section alignment as zero. This change can make the autogen makefile consistent for the full build and the incremental build. BaseTools/GenFds: permit stripped MM_CORE_STANDALONE binaries

The standalone MM core is executed in place, and resides in a separate execution context which may be space constrained. Since code and data may be mapped with different attributes for security reasons, the PE/COFF binary could have a section alignment of 4 KB. This means that any relocation data is not only useless, but it will also take up 4 KB of valuable space. So add support for the RELOCS_STRIPPED attribute on FFS files of this type, so that we can get rid of the .reloc section altogether. 1) remove wildcard imports and use explicit imports 2) refactor to use shared variables from Common/DataType 3) rename to not shadow imports 4) don't assign a variable in a loop (just do final assignment) 5) remove spaces, parens, unused or commented out code, etc. 6) merge unnecessary parent classes into child 7) refactor to share DXE and PEI apriori GUIDs from one place this includes changes to Build and EOT files 8) for PEP8, dont use __ for custom methods. Revert BaseTools: PYTHON3 migration

This reverts commit 6693f359b3c213513c5096a06c6f67244a44dc52.. 678f85131238622e576705117e299d81cff755c9. Python3 migration is the fundamental change. It requires every developer to install Python3. Before this migration, the well communication and wide verification must be done. But now, most people is not aware of this change, and not try it.
