The RVCT toolchain family has been removed from EDK2 so let's get rid of
the remaining references to it. This includes .asm versions of assembler
source files that use a different idiom than GNU as.

The CelloBoard platform firmware build breaks due to the missing
dependency on VariablePolicyHelperLib.
Therefore, to satisfy the dependency include VariablePolicyHelperLib
in the LibraryClasses.common section.

MdeLibs.dsc.inc was added for some basic/default library
instances provided by MdePkg and RegisterFilterLibNull Library
was also added into it as the first version of MdeLibs.dsc.inc.
So update platform dsc to consume MdeLibs.dsc.inc for
RegisterFilterLibNull which will be consumed by IoLib and BaseLib.

The edk2 patch
ShellPkg/ShellCommandLib: add ShellSortFileList
for BZ#3151 will make the
ShellPkg/Library/UefiShellCommandLib/UefiShellCommandLib.inf
instance dependent on the OrderedCollectionLib class. Because the shell
binaries in the ARM silicon and platform DSCs consume the above
UefiShellCommandLib instance, resolve the OrderedCollectionLib class in
them.

Change License.txt in the root of the edk2-platforms repository from
the 2-Clause BSD License to the BSD+Patent License.
The text difference between these licenses in the patch is larger
than expected due to different choices for the position of the line
breaks. The text from the BSD 2-Clause license and its disclaimer
are the same. New clauses from the BSD+Patent license have been
added.
The License.txt files in other directories that contain the 2-Clause
BSD License are deleted. The single License.txt in the root of the
edk2-platforms repository with the BSD+Patent License contents is the
preferred license for the edk2-platforms repository.

BaseUefiDecompressLib in MdePkg is the
base UEFI decompress Library.
BaseUefiTianoCustomDecompressLib in MdeModulePkg
implements the base UEFI decompress functionality and
Tiano decompress functionality.
1. TIANOCOMPRESSED rule in fdf is not used, so remove it.
2. Platform doesn't use the TianoCompress, so do
not have to use BaseUefiTianoCustomDecompressLib,
can use the BaseUefiDecompressLib in MdePkg directly.
3. A common UefiDecompressLib resolution can apply to
all module types now. So keep the common one in
[LibraryClasses.common] section and remove all others.

Instead of incorporating the prebuilt device tree binary as a
FREEFORM FFS file into the build, define a module that contains
the source so that the device tree compiler is invoked at build
time.
The original .dts file is moved into the new module, and cleaned
up a little so that explicit phandle properties are dropped, and
unused clocks and other redudant pieces are removed as well. The
existing prebuilt binary is deleted.

Replace the default resolution of the DevicePathLib library with
the version that invokes the DevicePathDxe protocol driver, which
was created to avoid having to carry a copy of the entire library
in each module.
Note that this driver itself incorporates on the NULL PcdLib instance,
to avoid creating a circular dependency on the PCD DXE driver. The
driver itself nor the DXE core can depend on the protocol, so they
keep using the library directly.

The define ARM_CPU_AARCH64 is only tested once, in the SMBIOS driver,
to decide whether to emit 'v8' or 'v7' as processor architecture.
However, this platform has no 32-bit addressable DRAM, and so it
cannot be built or executed in 32-bit mode anyway, making the test
rather pointless.

ACPI table support on Seattle is split into two parts for no good
reason: AcpiPlatformDxe and AmdStyxAcpiLib. Let's merge them
together, and clean up the code that iterates over the tables and
installs them.

Instead of emitting the DSDT by incorporating the intermediate output
of [some version of] the iasl compiler, move the DSDT source file to
the ACPI platform driver, which will install it directly. This permits
us to drop a lot of cruft related to handling of this intermediate
output.

Instead of poking DSDT _STA method bytecode to make it return something
else depending on whether we are running on B1 silicon, move the B1 only
peripherals to a separate SSDT and only install it when running on
compatible hardware.

The PXE/iSCSI/TCP drivers in MdeModulePkg are going to be deprecated. All
platform DSC/FDF files should be updated to use the dual-stack drivers in
NetworkPkg.
The NetworkPkg driver have all the functionality compared with MdeModulePkg
one, with more bug fixes and new feature added. While its image size will
be a little bigger because it contains both IPv4 and IPv6 stack support,
so it may cause build error in a platform if the flash space is very tight.
Basically, this patch won't cause any other problem if build could pass.

The Styx code can be built without relying on the ISCP, but doing so
is rather pointless, and is essentially dead code because nobody

The Styx platform theoretically supports running in an environment
where no ARM Trusted Firmware is running in EL3 and PSCI is not
implemented. This is not a configuration that we aim to support,
and so let's remove the code that implements this, especially because
it is essentially dead code and unmaintained.

Commit 4bf95a9f361e ("MdeModulePkg/ResetSystemRuntimeDxe: Add more
debug message") broke the DEBUG build for all platforms that rely on
MMIO mapped UART devices, since it introduces a DEBUG() print that
may trigger at runtime, at which such UART devices are usually not
mapped, resulting in an OS crash.
Given that this mostly only affects ARM and AARCH64, it is not unlikely
that similar inadvertent breakage will occur again in the future, so
let's fix this once and for all by switching affected platforms to the
new DxeRuntimeDebugLibSerialPort DebugLib implementation that takes care
not to touch the UART hardware after ExitBootServices().

PcdCacheEnabled was never useful for these platforms, but they copied it
over from other platforms used as templates.
Delete it here to keep the platforms building once the Pcd is removed
from EmbeddedPkg.

'AMD Seattle' is not a firmware vendor, nor is 'LeMaker Cello' So
let's do what other platforms do, and default to 'EDK II' unless
it is overridden at build time by setting FIRMWARE_VENDOR.

Cello, Overdrive, Overdrive1000 and Armada still include the
now-defunct library implementation of the Shell tftp command.
Since the command is a nonstandard one anyway, just remove
it from the build for these platforms.
